Petroleum jelly will help chapped lips, but it is sticky.
I found this link for you. It does not require the oil.

There are many ways you can make lip gloss with only a few ingridients. Here is a way how to with various options:
Create the base
Experiment with the following ingredients to come up with a consistency you like. Melt a combined amount of 2 tablespoons for each lip gloss container using any of the following ingredients:
• Petroleum jelly
• Beeswax
• Paraffin wax
• Vegetable Shortening
• Carmex
Flavor
Lip gloss can be flavored in many ways, including:
1 Tbls flavored drink mix
1 candy melt
1 drop essential oil (eucalyptus, peppermint, clove, coconut, vanilla, etc.)
Color
Additional color can be added using:
• Beet juice
• Food coloring
• Eye shadow (liquid or powder)
• Ultrafine glitter dust
• Melted lipstick chips
• Melted crayon shavings (1 tsp)
Select container
Containers can be purchased at craft or beauty supply stores. Alternative containers include 35 mm film containers, contact lense cases, empty eye shadow boxes, pillboxes (recommended when making many different lip glosses), or small spice jars. All containers should be sterilized before use.
Hope you have fun and hope this helps!
Mix
Put all ingredients in a plastic bag (Ziploc) or microwave safe bowl. Place bag in warm water until contents have melted and mixed thoroughly. Microwave ingredients for 30 seconds, stir. Snip corner of bag and squeeze contents into container. Pour contents of microwave safe bowl into selected container. Allow lip gloss to cool for 20 minutes. Refrigerate.
