Can the state of Missouri take land from the owner of where Schwagstock took place and then develop?

the 350 acres of forest right next to Mark Twain National Forest? Should they be allowed to keep it? If they are should the land be sold to business owners, or be added onto Mark Twain National Forest? Which would you prefer the land go towards if it goes anywhere? Land development and business, or adding it to the national park?

    Land purchased form the owner, at market rates, to expand the National Forest is acceptable.

    The forced sale of land to benefit private business is not.
