I bought a lot in a Sub-division,started to Build and can't because the lot has all field dirt, what do I do?

The lot I bought in the Sub-Division was grown up when I looked at it. I asked the owner how it layed and he said I would have to get someone to come in and clear it off and he would take care of it, he didn’t!
Next-There was a drain that let all the water coming off a hill empty off in the middle of this 1 acre lot. He said it just had to be moved and it would be fine.
I ended up buying this lot and a year later I had enough money to start building.
I spent 0 on clearing the land, another 00 buying a drain and moving it to the other side of the Property. I spent 00 on putting in the Septic tank and field line. I than spent onother 00 on digging a basement and getting it ready. After doing all this the inspector came in and said he could not pass the footers because there was not hard ground, it was all field dirt. I found out someone had burried trees and everything else on this lot. The owner will not call me back and I would like to know if I have any legal rights?
