If a foreign owned business drills for oil in the USA, what happens to the petroleum?

Who owns the petroleum?
One of my acquaintances, who retired from Mobile said, "The petroleum will be sent to the closest market and the oil cartels will distribute the profits accordingly.

    The foreign owned business owns the oil and sells it back to us. LOL. Oh yeah we (The US) are suppose to get royalties but try get an accounting on that, good luck.

    I believe it is shared
    but agreements of that type usually make it cheaper for us since we collect a percentage of their profits without any out of pocket expense
