    If there is a price ceiling below the market clearing price, there will be a shortage.

    One thing you have to learn beside economics is the way to ask correctly on Yahoo. There are two block.The second block is unlimited. So you can finish your question at last.
    The price ceiling is under the equilibrium.It will cause shortage or demand more than supply. It will create black market when buyers try to offer higher price to get gas.
