% of change = (76-70)/76 * 100

well, first you want to know what percentage $70 is from $76
to do this you can use what i learned as a "rule of three" meaning that you do this:
$76 = 100%
$70 = x
you multiply 70 times 100 and divide by 76, that’s how much $70 are from $76
the rest is to subtract x (your answer) from 100
you should get 8% and i think this should be correct…

the change is $6.
the percentage of change is always based upon the "starting" point. In this case the starting point is $76. Your question then becomes "what percentage is the change ($6) from the starting point ($76)?"
$6 / $76 = 7.9%
the price of oil decreased by 7.9%
