18 USC 241 states that it is illegal to intimidate someone into surrendering their civil (constitutional) rights, and 242 makes it illegal to use apparent legal authority as an excuse to violate federal or state laws.

The notice doesn&#039;t change any existing laws -- just states that the person (property owner) is aware of the laws.</description>
