It’s impossible to give you a definitive answer, because "broadly" can mean either "generally" or "completely" (two very different things), as well as a variety of other shades of meaning. Whoever wrote that really should’ve chosen a less ambiguous adverb.

Does the author elaborate on the discussion of how natural gas prices follow oil price fluctuations? I would try to use context to figure it out.
