Who really benefits from the BP oil spill and Obama's new ban on offshore drilling?

I was thinking about this today —The average American definitely will not , but america producing less and importing more, who will benefit– since approx. 34% of BP is owned by American stock holders, will they, maybe not, but who else may benefit–Brazil maybe, Canada maybe, Mexico
